OHOPRS Guidelines: Why Some Persons Risk Disqualification From NERSI Relief

Unlike before where a single person can apply and benefit from multiple government interventions programmes at the same time, the newly approved OHOPRS will stop that practice in this Administration.

Take for instance, if you are a beneficiary of N75000 Hope cash transfer, and you applied for the N50,000 National Emergency and Relief Stabilisation Intervention, the system will dictate and delist you making way for those who are yet to benefit receive support.

What is OHOPRS? OHOPRS stands for One Humanitarian One Poverty Response System. It is a national framework recently approved by Nigeria’s Federal Executive Council (FEC) on or around October 29, 2026. Presented by the Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard M. Doro, it forms a key part of President Bola Ahmed Tinubu’s Renewed Hope Agenda of lifting 50 million Nigerians out of poverty, leveraging real-time digital systems, harmonized data, and a whole-of-government and whole-of-society approach.

OHOPRS is designed as a coordinated, data-driven “system reset” rather than a standalone program. It unifies previously siloed efforts in:

  • Humanitarian assistance (e.g., emergency food, shelter, and healthcare)
  • Social protection
  • Poverty reduction and livelihood support

The goal is to reduce duplication, fill coverage gaps, and create a clear pathway for vulnerable households—from immediate crisis response to recovery, resilience, and economic independence.
