Kenya President William Ruto MSME Agenda
In Kenya, Micro, Small, and Medium Enterprises (MSMEs) form the true engine of the economy. They account for a massive share of employment—nearly 80-85% of Kenyans earn their livelihoods through these businesses—and play a pivotal role in driving inclusive growth, innovation, and job creation at the grassroots level.
Since taking office in 2022, President William Ruto has placed MSMEs at the heart of his Bottom-Up Economic Transformation Agenda (BETA). This flagship economic blueprint shifts focus from top-down approaches to empowering ordinary citizens—"hustlers"—through targeted support for small businesses.
The Vision: Why MSMEs Matter in BETA
President Ruto has repeatedly described MSMEs as the "backbone of inclusive economic growth" and the "engine of job creation, innovation, and industrial growth." Under BETA, the agenda recognizes that formalizing and scaling these enterprises can unlock Kenya's potential for shared prosperity.
The government has emphasized coordinated reforms including:
- Adopting a value chain approach.
- Establishing MSME clusters.
- Creating County Aggregation and Industrial Parks (CAIPs) in all 47 counties.
- Revising legal frameworks to simplify doing business.
Key Initiatives Driving the MSME Agenda
The Hustler Fund (Financial Inclusion Fund)
Launched in late 2022, this flagship program provides affordable, instant credit directly via mobile phones. It targets those previously excluded from formal banking, offering loans at single-digit interest rates.
Nyota Programme
Aimed at youth and entrepreneurs (including those with disabilities), Nyota provides training, mentorship, and start-up grants of approximately KSh 50,000 per enterprise. It targets empowering over 110,000 young entrepreneurs with capital and skills.
Policy and Regulatory Reforms
The administration has simplified business registration—now possible via mobile at just KSh 1,000—and digitized government services to reduce bureaucracy. Efforts include developing the MSME Policy 2025 to create a more competitive sector.
Infrastructure and Market Access
Plans for CAIPs aim to link MSMEs to larger markets and value addition. Regional initiatives, like the East African Community (EAC) MSME Trade Fairs, foster cross-border partnerships and innovation.
Progress and Impact So Far
Since 2022, these efforts have expanded financial inclusion and created pathways for formalization. The Hustler Fund has graduated many borrowers to better terms and integrated them into the formal economy. While challenges like repayment issues and economic pressures remain, the agenda continues to evolve to build resilience.

President Ruto's MSME agenda is a deliberate push to build an economy "that works for every Kenyan." By prioritizing credit, skills, and markets, it aims to transform small hustles into thriving enterprises that fuel national growth.
