How FG Adds Nigerians To National Social Register For Cash Relief Interventions

The National Social Register (NSR) is the Federal Government’s main database of poor and vulnerable households used to deliver cash transfers and other social support. Managed by the National Social Safety-Nets Coordinating Office (NASSCO) under the National Social Investment Programme Agency (NSIPA), it identifies people for programmes such as conditional cash transfers and emergency relief like the National Emergency Relief and Stabilisation Intervention (NERSI).

You cannot simply apply online, fill a form, or pay anyone to get added. Selection is community-driven and verified to reduce bias, ghost names, and fraud.

How Households Get onto the National Social Register

The process combines community participation with data checks:

1. Poverty mapping and geographic targeting: States identify the poorest Local Government Areas using poverty data. Registration usually starts in the neediest areas and expands over time.

2. Community-Based Targeting (CBT): Trained Community-Based Targeting Teams work with local leaders. Open village or community assemblies bring together elders, women, youth, and other residents. They agree on local poverty signs (e.g., housing condition, assets, livelihoods) and nominate the poorest and most vulnerable households.

3. Household enumeration: Enumerators visit the nominated homes. They collect detailed information on household size, ages, education, occupation, income sources, assets, and living conditions using digital tools. This data forms the basis for ranking.

4. Proxy Means Testing (PMT) and verification: An objective scoring system ranks households by poverty indicators. Those in the lowest categories become eligible for the National Beneficiary Register used for cash programmes. Biometric capture through the National Identity Management Commission (NIMC) and linking of National Identification Numbers (NINs) help eliminate duplicates and ghosts.

5. Public display and validation: Preliminary lists are displayed in the community for a set period (often around 14 days). Residents can raise objections or confirm accuracy. Verified data then moves from the State Operations Coordinating Unit to NASSCO for inclusion in the national register.

Recent improvements include linking millions of NINs to existing records, revalidation exercises, and the use of technology (including satellite imagery and other data in urban areas) to reach more of the urban poor. The register has grown significantly and now covers tens of millions of individuals across millions of households.

Important Points About Cash Relief

Being on the NSR does not automatically mean you will receive money. Specific programmes select beneficiaries from the register (or a related Benefit Register) according to their own criteria and available funds. Selection is done by government systems using the verified data; individuals or agents cannot add names.

  • There is no official online registration form for the public to join the NSR or claim cash transfers.
  • You do not need to pay anyone. Anyone demanding money to “register” you or put you on a list is a fraudster.
  • Official channels include the NASSCO/NASSP website, the National Cash Transfer Office, and the toll-free helpline 969.
  • Selected beneficiaries for current relief programmes are usually notified by SMS from approved payment providers. You may also be able to check eligibility via USSD codes provided by those providers.

What You Can Do

a. Ensure adults in your household have a valid NIN.

b. Stay connected with community leaders and your Local Government so you know when enumeration or update exercises are happening in your area.

c. Contact your State Ministry of Planning / State Operations Coordinating Unit or dial 969 for official information.

Ignore social media posts or websites claiming you can register online by submitting personal details for cash transfers.

The system aims for transparency and fairness by starting at the community level and adding layers of verificat7ion. While no process is perfect, the combination of open community nomination, data scoring, biometric/NIN checks, and public validation is designed to direct limited resources to those most in need.

For the latest official updates, always rely on NASSCO, the Federal Ministry of Humanitarian Affairs and Poverty Alleviation/Reduction, or the published programme websites rather than unverified social media claims.
