- Implementing Agency: National Social Investment Programme Agency (NSIPA).
- First Phase Beneficiaries: Over 18,000 Nigerians across all 36 states and the FCT.
Core Objectives
The program shifts from short-term palliatives to long-term economic empowerment. It aims to:
- Equip youth, women, and vulnerable groups (including persons with disabilities) with marketable vocational and technical skills.
- Promote self-reliance, entrepreneurship, and sustainable livelihoods.
- Reduce unemployment and poverty.
- Make productive use of vocational equipment and starter packs that had been idle in government warehouses for years.
Minister Doro emphasized it as “a comprehensive pathway to economic empowerment and poverty reduction,” integrated into the One Humanitarian–One Poverty Response System (OHOPRS) for coordinated impact across skills, social protection, and poverty alleviation.
Success will be measured by businesses started, jobs created, and families lifted out of poverty, with built-in mentoring, tracking, and evaluation.
Trades and Training Components
The program covers 14 high-demand vocational trades:
- Automobile Technology
- Agricultural Technology
- Baking and Confectionery
- Carpentry
- Catering Services
- Electrical Installation
- Housekeeping
- Jewellery and Bead Making
- Masonry
- Plumbing
- Welding and Fabrication
- Fashion Design and Sewing
- Grinding Machine Operations
- Vulcanizing and Tyre Services
Training also includes entrepreneurship, financial literacy, business management, and digital literacy. Upon completion, participants receive trade-specific starter packs to start businesses immediately.
Implementation Approach
- Decentralized across six geopolitical zones using accredited Government Technical Colleges and vocational institutions.
- Transparent beneficiary selection involving the National Assembly, state governments, traditional/religious leaders, youth/women groups, and other stakeholders. Priority for unemployed youths, women, and vulnerable persons.
- Robust digital monitoring, evaluation, and data system for tracking attendance, pack distribution, and post-training outcomes.
- Emphasis on high standards, professionalism, and accountability from training providers.
This initiative aligns with broader efforts under NSIPA and complements other skills/employment programs (such as those from the National Directorate of Employment). It reflects a policy focus on capacity building and prudent resource use to address youth unemployment in Nigeria.
Note: For the most current application or participation details, check official NSIPA channels or government announcements, as rollout is ongoing across states.
